my r30 won't turn on when I push the button

I sometimes had to press a few times to get it on ,but now nothing...

Troubleshoot my IBM R30 ThinkPad

There is a continuous beeping at start up that will not go away unless I mute the speaker. This happens before windows even starts and continues after windows has started....
